Relay creates the decision receipt, trace, replay, and review route

Registry only supplies the stable actor context behind the reviewed agent

Passport ref

A trace can carry a Passport ref for the agent involved

That ref identifies the agent, owner, capability, version, and standing

Role boundary

Registry does not inspect replay detail or private action payloads

It does not issue decisions, approve actions, or store Relay traffic

Public boundary

Public pages can show safe identity and standing context

Private traces, replay detail, and decision receipts stay in protected Relay surfaces

When it matters

Agent-to-agent review needs to know which actor a trace refers to

Registry keeps that actor reference stable without becoming the trace system
